Activities ask the child to count two sets up to 10 and use the results of the counting to see if they are the same number (or if one has more), regardless of the similarity of the objects or their arrangements. Scaffolding might include explaining to a mixed-up puppet why the size of an object doesn't matter or putting the sets in one-to-one correspondence to illustrate the number comparison.
